A BILL to amend article sixteen-a, chapter seventeen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section nineteen-b, relating to providing the West Virginia parkways, economic development and tourism authority additional powers related to constructing industrial sites along its corridor with at least one such industrial site containing a facility designed to engage in processing wood or in the manufacture of products from wood.

Be it enacted by the Legislature of West Virginia:
That article sixteen-a, chapter seventeen of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section nineteen-b, to read as follows:
ARTICLE 16A. WEST VIRGINIA PARKWAYS, ECONOMIC DEVELOPMENT AND TOURISM AUTHORITY.

§17-16A-19b. Additional powers of commission; development of industrial sites.

In addition to all powers granted by the foregoing sections of this article, the authority may construct industrial sites along its corridor, including site preparation, road access and shell buildings. The authority shall coordinate these activities with the state and local economic development authorities, the department of transportation and other appropriate entities to prevent duplication of efforts and to facilitate securing grants and other sources of revenue to develop these sites. At least one of these sites shall provide facilities for operation of one or more businesses that will engage in processing wood or in the manufacturing of products from wood.


NOTE: The purpose of this bill is to authorize the West Virginia Parkways, Economic Development and Tourism Authority to construct industrial sites along its corridor with at least one such site to contain a facility designed to engage in processing wood or in the manufacture of products from wood.
